PRC 06 - Changes needed in "Time norms"

It is needed to add two fields for time norms (highlated by yellow on mockup): 

• machine utilization time ratio 
• labor utilization time ratio

This requirement applies to:

• time norms in operation
• time norms in technology 
• time norms in instance of technology for order

Valuse should be copied as the same manner as the rest of Time norms values.

Field format:

• Decimal (7,3)
• validation: value must be >= 0.000
• default value: 1.000 (for both field)

BTW, please correct the mames in Time norms:

• name of Tab: "Time norms" instead of "Norms"
• field description as on mockups.
