Brief
The table with orders which is printed at the start of workplans should be configurable just like the tables of inputs and outputs of operations.

The above component should be present in two places:
1. Admin panel in Parameters as a tab named: Work plan - orders list
2. In work plan generation form, under the order list:
The values from 1 are copied to 2.
